Where exactly are the “good cops”?

“Police shot and killed a 15-year-old student Saturday May 6, 2017 after he pointed a BB gun at them in a high school parking lot, authorities said”; that incident happened in San Diego, CA, less than a week after I posted the article with the 15-year old black teenager Jordan Edwards (pictured above on the left).
