When Republicans in Washington speak of “defunding” Planned Parenthood, it sounds as if the government “cuts a check” for the organization but has now decided to no longer do so. Well, that’s not the case; that was never the case, be it Democrats or Republicans in control.
The word “defund” is very deceptive as used in the GOP circle. Here is simply what “defunding” means. When “very poor” individuals (the most financially disadvantaged in our society) go to Planned Parenthood for health care issues, they pay the organization with their Medicaid insurance for the service; in turn, Planned Parenthood sends the paperwork tabulating the service(s) rendered to the government for reimbursement.
Keep in mind that abortion has never been a service the government would reimburse Planned Parenthood for. In other words, the argument that Ryan makes against Planned Parenthood is not just false, it is outright deceptive. With the “defund” Planned Parenthood legislation, Ryan’s agenda is to prevent the government from reimbursing Planned Parenthood for the healthcare service the organization provides to the very disadvantaged individuals.
